Scarborough Beach is one of the most popular destinations in Perth and is an area that has experienced significant redevelopment in recent years. Its numerous restaurants, entertainment and accommodation businesses make up an important part of the Stirling Region’s economy.

The City of Stirling is exploring the opportunity of implementing a Trackless Tram within the Scarborough Beach Road Activity Corridor that will connect the Perth CBD to the Stirling City Centre and Scarborough Beach – effectively linking the city to the beach. This vision aims to support and attract local business, create more jobs, enhance tourism and reduce traffic and parking pressures in the area.

About Mark Irwin Mayor

Mayor Irwin was born and raised in Scarborough and was first elected as a Councillor for the City of Stirling in 2015. He was elected as Mayor by his fellow Councillors in October 2017 and was re-elected as the City’s first popularly elected Mayor in 2019.

Mayor Irwin has a degree in Science from UWA, and a Diploma in Management and Graduate of the Australian Institute of Company Directors.  His strong connection with small business has included terms on the Stirling Business Association and Small Business Development Corporation boards. Mayor Irwin has also held positions in community-based roles as President of Scarboro SLSC and Surf Life Saving WA and on the board of Doubleview Primary School. Through these roles he has forged successful relationships with local, state and national bodies.

Mayor Irwin provides strategic leadership to the Council and is dedicated to improving relationships and providing guidance to the community. He is proud to be leading a progressive local Council and community.

About Andrew Murphy

Andrew is the City’s Director of Infrastructure. With over 30 years’ experience in local government in the UK and Australia, Andrew has a particular focus and passion for Infrastructure and Environmental services. He is responsible for Environmental Sustainability, Engineering, Parks, Waste & Fleet, Facilities & Projects.

About Michelle Wolsoncroft

Michelle is the City’s Manager of Strategy and Performance. She’s a highly committed, self‐motivated professional with over 20 years of local government experience and more than 10 years’ practice in strategic planning and policy development. Michelle works directly with the Mayor and Chief Executive Officer to advocate for the City of Stirling’s priorities, such as the Trackless Tram Business Case, to lobby for funding and influence outcomes for the benefit of the community.
